Suicide missions to the Moon or Mars: WHY NOT?

It has absolutely been considered. There are some problems though. For one thing, astronauts have to be very alert and mentally stable to deal with the psychological pressures of long space voyages, and finding someone who is mentally stable yet willing to go on such a suicide mission is, obviously, rather difficult. For another thing, the PR backlash of such a mission would be disastrous.
