Just saw this posted by a clmate on one of our cl discussion boards, can anyone translate?

I think it just means that the Arizona law and similar laws will always cause a stir when it is based on simple things like color of skin. Also I think "tier papers" pretty much means "status". Weird comment, Arizona law needs to be adopted everywhere in my opinion.
